Medical needs assessment template

In order to determine the appropriate level of medial provision needed at an event and/or sports ground, it is necessary for the management to commission a Medical Needs Assessment.

This should be carried out by a competent person or medical provider, or, if already in post, by the Medical Co-ordinator and/or Event Doctor.

The assessment should be carried out in consultation with:

1. medical and first aid providers
2. the statutory ambulance service NHS trust or other NHS authority
3. ambulance providers registered with the Care Quality Commission (in England), or its equivalent (for example the Care Inspectorate Wales, the Care Inspectorate in Scotland or The Regulation and Quality Improvement Authority in Northern Ireland).

Where a safety certificate is in force this consultation should be made known to the local authority.

To assist in the completion of the Medical Needs Assessment, the template below has been developed, based upon the advice provided in Section 18.4 of the Guide to Safety at Sports Grounds (Green Guide). Once completed, this assessment should be used to inform the development and review(s) of an event based Medical Plan.

The medical and first aid provision of a sports ground will vary according to its capacity, layout and complexity, the nature of the event(s) taking place, the profile of spectators and the current level of national security threat.

This template aims to outline the key factors that should be taken into account (but not limited to) as part of the Medical Needs Assessment. The template is set up using indicative questions, and under three headings:

1. Physical environment factors
2. Safety management factors
3. Event specific factors
