Prior to rejoining SGSA, Paul worked at The Property Institute (TPI), the professional standards body for residential property managers in England, Scotland and Wales, with his focus being on influencing the Westminster Government and the Devolved Administrations to introduce regulation in residential property management, for example mandatory minimum qualifications for property managers. Additionally, he led a major change programme to enable TPI’s member firms to be well prepared for the anticipated introduction of such new regulation. Paul has had a varied career in policy development since the late 1980s, principally in the Civil Service. He has been involved in a wide range of policy projects, including coordination of Government input to the Stonehenge Project, and encouraging use of HSE’s Management Standards for work-related stress by Education Sector employers. Other previous policy responsibilities working in central UK Government Departments and Regulatory Bodies have included: Brexit no deal contingency planning on medicines regulation, arm’s length bodies’ reform, and learning disabilities health access policy. In the mid-2010s Paul spent three years working outside the Civil Service, providing the secretariat to the UK and Ireland Regulatory Board of the Royal Institution of Chartered Surveyors (RICS), and delivering, in parallel, the regulatory reform elements of the RICS UK Residential Property Strategic Programme.
