Government review of evidence relating to the all-seater policy
Following the Hillsborough Disaster, the government accepted the recommendation of Lord Justice’s Taylor’s inquiry that grounds in the top two divisions should become all-seated.
The inquiry concluded that, while “there is no panacea which will achieve total safety and cure all problems of behaviour and crowd control, seating does more to achieve these objectives than any other single measure”.
Government has recently announced that it will commission an external analysis of evidence relating to the all-seater policy. Its aim is that initial analysis work will be completed by the end of 2018.
