Draft Supplementary Guidance 03: Event Safety Management

In recent months the SGSA has been redeveloping its Safety Management guidance document.  This document is now drafted and we would welcome your input as part of our consultation.

As background, the previous Safety Management document was originally published in 2009.  The publication of the sixth edition of the Guide to Safety at Sports Grounds (Green Guide) in 2018 resulted in the need  to update and refresh some of our other guidance.  This work has resulted in  the publication of Supplementary Guidance 03: Event Safety Management (or SG03 as it is also referred to).  While the document is a comprehensive guide to all elements relating to event safety management, the Green Guide remains the overarching document from which all other SGSA guidance stems from.

To be clear, this guidance is aimed for event safety management once crowds are fully allowed to return to events.  It does not provide new guidance in relation to the return of spectators under social distancing.

Enclosed with this letter is the draft SG03: Event Safety Management guidance.  It covers all elements related to managing safe events, including:

  • Basic principles – outlining the core tenets of event safety management
  • Management responsibilities
  • Personnel
  • Risk management
  • Incident management
  • Contingency planning
  • Operations Manual
  • Event management plan
  • Event records, review and audit

We would welcome any comments and feedback you have on its contents.  The consultation closes at 5pm on Monday 21 June.  Feedback should be provided via the feedback form below.

All comments will be reviewed and amendments made to the document as necessary.  The guidance will then be published in the summer.
